Since I have a kind of paranoia, even I stay for 2 days in a country, I tries to buy a local SIM card, fortunately, it is cheap recently, easy and quick connected to the network, also in Balkan countries.
The useful and complete info for most countries around the world is provided by this website:

In Slovenia, I bought the prepaid SIM Card by SI Mobile.

The shop was conveniently located in the corner of the main square of Ljubljana Old Town.
Bought the data package only, if I remember correctly, 5 GB for EUR 10.
Passport required.
There were no mobile phone shops in the airport, only vending machine.
In Montenegro, I bought the SIM Card in a kiosk in the shopping center Kamelija just outside the Old Town wall of Kotor. The guy in the kiosk failed to activate, so he went to the official shop of the mobile phone company in the same mall.
I forgot the price, but I think it was about EUR 5.
No passport required.
In Bosnia, with the help of the hotel guy, I bought the SIM Card from a kiosk on the main pedestrian street in the Turkish part of the old town in Sarajevo. The kiosk staff explained to the hotel guy how to activate the card, but the guy failed, so I went back to the kiosk and the kiosk girl helped me to activate the card.
The card was from Go! Free.
